According to NHTSA (National Highway Traffic Safety Administration 2006) estimates, there were 183 fatalities and about 6700 injuries caused by back-up crashes, with older drivers having the highest involvement rate for this type of crash per licensed driver.

Implementing a requirement for drivers to pass an on-road driving test at routine in-person license renewal was not associated with significant changes in fatal crash involvement rates for drivers in any of the age groups examined.

The objective of this study was to examine the relationship between state driver license renewal laws and the fatal crash involvement rates of older drivers while controlling for the effects of other factors that might also influence safety.

However, after accounting for concurrent changes in the fatal crash involvement rates of drivers in the reference group of drivers ages 40 54, changes in the renewal period were not associated with significant changes in fatal crash involvement rates of any of the older age groups, although RRRs approached statistical significance for the two oldest groups (Table 2, top panel).
