Interviews with CHI administrators in Rwanda illustrate the interplay of government support and community involvement needed to design medicine benefits for the poor.
We concluded that both can be more easily understood as addressing weaknesses in traditional humanitarian aid – red tape, lack of country ownerships, insufficient stakeholder involvement, need for results-based management, etc. – than as addressing problems of GPG provision.
