According to a memorandum prepared after the Feb. 4, 2003, briefing by the C.I.A.'s director of Congressional affairs, Stanley M. Moskowitz, Scott Muller, then the agency's general counsel, explained that the interrogations were reported in detailed agency cables and that officials intended to destroy the videotapes as soon as the agency's inspector general completed a review of them.
Mr. Ran, 49, was reported to have been under interrogation by the police or prosecutors when he died on June 4.
It has been reported that his interrogations were compiled into about fifty long reports.
No charges have been reported against Mr. Kang, who is being held incommunicado for interrogation.
It is not even clear, from what's been released of the report, that his interrogation was an attempt to gain information, or indeed that he was properly interrogated at all.
After the C.I.A. inspector general's report on prisoner interrogation was released last week, former Vice President Dick Cheney settled into his usual seat on Fox News to express his outrage — not at the illegal and immoral behavior laid out in the report, of course, but at the idea that anyone would object to torturing prisoners.
"The rendition, detention, and interrogation programme [the CIA] created, of which enhanced interrogation was only a small part, enabled a stream of collection and intelligence validation that was unprecedented," the minority report concluded.

The early interrogation was relatively benign.
The officials based in Washington who spoke about his interrogation were all referring to reports in briefings transmitted from Iraq.
