As our POCA algorithm is composed of two steps: neighbor-to-interface binding and interface-to-channel binding, we compute the time required by them respectively, and then add them together.
In the interface-to-channel binding step, the channel assignment order of links should be determined first, which is achieved by sorting links in ascending order using the expected interference level (EIL) defined in Equation 12, where A l is a set of links that have already been assigned a channel.
