A federal court on Friday struck down North Carolina voting laws it said were enacted with "discriminatory intent", targeting African Americans "with almost surgical precision".
The company says its historical intent targeting (HIT) combines its own technology with social media monitoring tools from DataSift.
"The broader ban is problematic from a religious freedom perspective, but to say there's a further and very discriminatory intent targeting only one type of religious believer is far worse," Asma T. Uddin, director of strategy at the Center for Islam and Religious Freedom in Washington, told The WorldPost.
Even in a country with a low risk of terrorist incidents, such as the US, 36,110 bombing incidents occurred between January 1983 and December 2002, resulting in 5,931 injured and 699 deaths, and the majority of injuries and deaths were caused by primary explosive devices with homicidal intent targeting residential or commercial locations [ 23].
"We made an unintentional, regrettable error, based on several factors in the targeting process," Coe told reporters on Tuesday, who said he found "no intent to target Syrian [government] forces".

DHS described the narrowed applicability of the program as a reflection of Congressional intent to target funding based on realistic threat indications.
