WASHINGTON — When American analysts hunting terrorists sought new ways to comb through the troves of phone records, e-mails and other data piling up as digital communications exploded over the past decade, they turned to Silicon Valley computer experts who had developed complex equations to thwart Russian mobsters intent on credit card fraud.
But, Ms. Priest said, the federal government could set some voluntary standards for how to determine voter intent on punch cards, for example, or when to conduct a recount.
Here, groups of old men topple over pasta bellies in raucous rounds of boules or sit silently in the shade intent on their cards; good-looking young men share gelatos in the sunshine; women of all ages and sizes gossip in doorways.

The different standards mostly involved competing notions of what expresses voter intent on a punch card.
"We showed real intent but that yellow card really hurt us," Young admitted.
With varying degrees of satirical intent, they play the slut card instead of the quirky card.
Yet Labour, facing its own humiliation next year, is intent on playing its cards to the full.
Just after half an hour's play, Lewandowski did something that was either without intent, or deserved the red card.
