"Kids who stay in the same school for the last two years are more stable and have more opportunities to take and pass those tests," said Lori Mei, the senior instructional manager for assessment and accountability in the city school system.
"I keep hearing the chancellor say that instructional leaders are managers, but my education is not one with managerial aspects to it," Mary McInerney, principal of the Richard R. Hungerford School, a special education school on Staten Island, said at a recent principal training session that Mr. Levy addressed.

Ms. Seeley, 31, is the manager of instructional media at Barnard, where she helps with faculty training and holds student workshops.

John said it during a webinar exploring how her school district in Mississippi has moved forward as much as it has in the past decade or so; she said it because she knows that quite a large proportion of the 15,000 superintendents out there consider themselves to be managers rather than instructional leaders.
There's little doubt about where district managers stood regarding the instructional impact.
"We see them so much in the season, and in spring training and instructional league," said Josh Byrnes, the general manager of the Arizona Diamondbacks, who also train in Tucson.
