In the best-run and regulated young offenders institutions, managers and staff have established a disciplined environment and a hard-won culture of mutual respect.
Furthermore, in the very first year of the project, the activities of the representative Working Groups led to the adoption of a draft five-year Comprehensive Institution Transformation Plan, which was created through discussions and different types of consultations with the institutions' managers and employees.
"Financial institution managers have an important responsibility – looking after other people's money – but many would agree senior salaries in the financial sector have got out of kilter with societal norms," says Charles Middleton, managing director of ethical bank Triodos.
The Federal Reserve and its counterparts in Europe and Japan injected large amounts of money into their financial systems to reduce the possibility that panicky reactions by investors, depositors or financial institution managers could lead to bank failures or some other calamity.
The question is whether such a radical step protecting the interests of financial institution managers and investors will be balanced by an equally radical overhaul of financial regulations in order to protect the interests of taxpayers.
The report finds: "In at least one institution, managers were aware that student union officers often concealed some of their partnership working from the wider student body, on the grounds that other students may want and/or expect them to assume a more oppositional stance".
The sample was stratified proportionally to the number of people in the different professional categories in the entire institution (managers, middle managers, professors, and tutors).
"It's shocking to think that Barrera, a trusted financial institution manager, would be a co-conspirator in a bank robbery and staged kidnapping, and then have the audacity to file a bogus workers' comp claim for traumatic stress and believe she could get away with it," Insurance Commissioner Dave Jones said.
Although practices vary from institution to institution, the managers are charged with putting a body in every classroom seat, and it is fair to say that the client is the college, not the student.
Hedge funds, which cater to the wealthy and to institutions, offer managers the chance for enormous wealth, and some prominent mutual fund managers have defected.
But in fact repeal led directly to the rise of huge financial institutions whose managers believed they could take on both highly risky investments and enormous debt as well.
