Nationally, there are more than 199,000 highway bridges — the species covered by the relevant federal inspection program — that are 50 years old or older, according to Transportation for America.
Now, after approving a new inspection program that offers a minimally acceptable level of monitoring, the Security Council is turning the inspection work over to a man of uncertain resolve.
"There's no doubt in my mind but that the inspection program that currently is on the books wouldn't work because it's so much weaker than the earlier one," he said.
"There is no reason for taxpayers to be subsidizing a duplicative catfish inspection program that will cost millions to set up and another $15 million to operate annually," Ms. Shaheen said.
The leaders, Senator Biagio Ciotto, a Democrat from Wethersfield, and Representative Jacqueline Cocco, a Democrat of Bridgeport, said the state should be cautious before taking any action that could jeopardize an emissions inspection program that helps employ more than 1,100 people in independent inspection and repair shops.

Workers without special training look for dead limbs and other obvious risks as part of a 16-point inspection program that also requires them to evaluate play equipment, benches and fences; make sure animal waste and condoms are discarded; and check lawns and ornamental plantings.
"At the end of the day, it's the regulator that allows the conditions in which the operators operate," he said "We have already asked the Indonesian government to increase the capacity of safety inspections and the inspection programs, given that the growth of the airline industry in Indonesia is quite high".
On its Web site, the A.K.C. said that it had an "ongoing routine kennel inspection program" and that since 2000, A.K.C. field inspectors had conducted more than 45,000 inspections nationwide.
