Indiana has closed some campgrounds, eliminated a beekeeper inspection program and a program that provided folk music and story-telling at state parks.
By contrast, the Department of Agriculture, which regulates 20percentt of the food supply, receives $104 million for its meat inspection program and $164 million for food emergencies and other food safety responsibilities.
"These guys know what they're doing," said Bill Nickerson, 48, a supervisor for the state's meat inspection program and a 22-year Navy veteran.
On its Web site, the A.K.C. said that it had an "ongoing routine kennel inspection program" and that since 2000, A.K.C. field inspectors had conducted more than 45,000 inspections nationwide.
The Democrats will try to maneuver Mr. DiFrancesco into defending the most controversial moves of the Whitman administration, like the expensive auto emissions inspection program and the growing state debt.
"We need to take a few of these high-cycle airplanes and run them through a very vigorous inspection program and see where we can identify deficiencies, and see whether there is anything different than what the manufacturer thought there would be.
