"We hold over 38m records, and this information was received in good faith," says a spokesperson.
It appears this was done because information was received from the supplier stating that there was no activity on the meter – ie it wasn't being used.
A shortage of personnel and lack of equipment led to a slow response by police when the information was received, said officers.

Another page dealing with Sherwood's theatre activities says, "On [date blacked out] information was received from a confidential source that Robert Sherwood was a member of the Communist Party.
