The Food and Drug Administration is also considering whether to add data from the clinical trial to TriLipix's prescribing information, the report said.
"In many instances, customers could not get reliable information," the report said.
"This assessment will certainly evolve as we obtain more information," the report said.
Iran, meanwhile, has blocked websites and imprisoned journalists to limit publication and broadcast of information, the report said.
"The problem with this process is obvious: regulatory officials are required to make licensing decisions at the last minute, sometimes with incomplete information," the report said.
