The 1985 Nevado del Ruiz lahar disaster, which cost approximately 21,000 lives in the town of Armero, Colombia (Figure1a), is an excellent case study of the complexities that can lead to ineffective evacuation after warning messages are broadcast, poor emergency response, and a haphazard disaster recovery (Voight[1990]; Hall[1992]).
