In a systematic review, Kaltenthaler and colleagues [ 58] described 18 health indices culled from the literature from 1966 to 2000, and summarized information on their origin (US, UK, Canada, and Europe), characteristics, purpose, types of indicators, methods of aggregation, data sources, and validation.
For evaluation of diabetes or hypertension care, a structured implicit review instrument would seem to be a viable alternative or complement to explicit indicator methods of assessing quality of care.
