"The official GDP data are lagging behind the PMIs so we strongly suspect that the official data will show an increasing downturn of the euro zone recession in the final quarter," said Chris Williamson, chief economist at data collator Markit.
The carmakers' pension plans were jolted by the downturn, increased liabilities and other factors.
There has been anecdotal evidence that drinking has increased during the downturn.
While some countries had already begun worrying about how much they were being asked to contribute to hit the emissions reduction goal, the economic downturn increased their concerns.
An analysis by The Economist suggests that the gap between poorer and richer regions increased during the downturn in some developed economies.
But on Tuesday, Royal Bank of Scotland said loan defaults increased as the downturn gathered steam and assets linked to the collapse of Lehman Brothers and Iceland's major banks resulted in £1 billion ($1.6 billion) in write-downs in October.
The administration's own budget numbers make clear that nearly 40percentt of the disappearing surplus is a result of the multiyear tax cut, with the remainder evaporating because of the economic downturn, increased spending and some accounting changes.
Nida Broughton, the SMF's chief economist and the report's co-author, said: "Our findings show the wealth gap between rich and poor and young and old increased during the downturn.
"Since emerging from their prior bankruptcy cases in 2010, the debtors continued to face significant challenges due to the prolonged economic downturn, increased competition from within the Atlantic City market and from neighboring states, and the lingering effects of Superstorm Sandy, all of which contributed to declining revenues," the company wrote.
The proposal seeks to avoid the pattern of recent years in which tuition remained flat for years but then increased sharply during downturns, by as much as 30 percent in a single year, to make up for cuts in state aid.
