In this case the theory, ably argued by Center for Global Development CGDD) and others, was that PbR aligns incentives in developing country governments with development outcomes, and encourages innovation, since it does not specify how to, for example, reduce maternal mortality, merely rewards governments when they achieve it.
Future studies should evaluate outcomes of financial-incentive programmes in developing countries, such as Swaziland [ 23], Ghana [ 24], and Mexico [ 25].
In order to improve the scope of the existing evidence, financial-incentive programmes in developing countries should collect quantitative and qualitative data on their experiences and outcomes and publish them.
Currently governments in developed countries provide a wide range of incentives to the pharmaceutical industry to develop medicated solutions to nutritional problems.
Recently, Western businesses and developers have taken advantage of tax incentives by investing in heritage sites, but those incentives remain lacking in developing countries where businesses and local governments tend to see heritage sites in terms of tourism dollars, overlooking authenticity and the immense potential of these sites for socioeconomic development.
Testing how well such incentive schemes work in developing countries needs to be given priority.
While the debate continues on non-financial incentives versus financial incentives as motivators of health staff in developing countries, it is clear that financial incentives are important, even if they are not the only factors to consider [ 17].

Similar incentives may help "make the case" in developing countries for supporting standards – especially if this lowers barriers to local innovators sharing in health technology value chains.
