The California Legislative Analyst says it would enable California to put police priorities where they belong saying it "could result in savings to the state and local governments by reducing the number of marijuana offenders incarcerated in state prisons and county jails, as well as the number placed under county probation or state parole supervision.
Coincidentally, on the second day of the conference, the justice department released a report stating that there were approximately 2.38 million people incarcerated in state and federal facilities as of 2006.
The United States Bureau of Justice Statistics' assessment of mental health in corrections (i.e., prisons) found that 24%% of all offenders incarcerated in state prisons (i.e., lengths of incarceration typically exceeding one year and involving more serious offenses) reported that they had a recent history of a mental health problem (Glaze & James 2006).
Furthermore, Black women represent over 30percentt of all females incarcerated under state or federal jurisdiction and Hispanic women represent roughly 17percentt of all incarcerated women in the criminal justice system.
Based on his own experience incarcerated at state and county facilities, Mr. DiazDeLeon said counties should embrace the inevitable.
About 1.5 million people were incarcerated in state and federal prisons at the end of 2014, according to the federal Bureau of Justice Statistics.
He is one of at least 26,100 men and women 65 and older incarcerated in state and federal prisons, up 62 percent in just five years.
The total number of people incarcerated in state and federal prisons, local jails and juvenile detention centers was 2,071,686 at the end of 2000, the report said.
An estimated 2.38 million people were incarcerated in state and federal facilities, an increase of 2.8percentt over 2005, while a record 5 million people were on parole or probation, an increase of 1.8percentt.
"Persons incarcerated in state and federal correctional institutions live in a separate environment, do not participate in the life of Essex County and do not affect the social and economic character of the towns," the board concluded.
