In Fiscal Year 2018 overall, 124,511 aliens were found inadmissible at ports of entry on the southern border, while 396,579 aliens were apprehended entering the United States unlawfully between such ports of entry.

U.S. Customs and Border Protection (CBP) has immense responsibilities and a vital mission: "to protect the United States against terrorist threats and prevent the illegal entry of inadmissible persons and contraband, while facilitating lawful travel, trade, and immigration".
Approximately 2 decades ago, most aliens deemed inadmissible at a port of entry or apprehended after unlawfully entering the United States through the southern border were single adults who were promptly returned to Mexico, and very few asserted a fear of return.
People prevented from entering at ports of entry are deemed inadmissible; in 2018, there were 124,511 such incidents.
Digging deeper into the data, in the first three months of FY 2019, the number of apprehensions and inadmissible encounters at ports of entry was higher than during the first three months of FY 2018.
First, during the first five months of FY 2017 (October through February), the number of apprehensions and inadmissible people at ports of entry was 67,647 higher than during the same five-month period this year (FY 2018), or about 13,500 per month higher.
That was the year DHS referred to as "the lowest level of illegal cross-border migration on record"). (See here and here for data). The first three months of FY 2019 did see a higher number of apprehensions and inadmissible encounters at ports of entry than during the first three months of FY 2018.
Insofar as a claimed legal right to release into this country is concerned, an alien under final order of removal stands on an equal footing with an inadmissible alien at the threshold of entry: He has no such right.
"In FY 2017, CBP [Customs and Border Protection] recorded the lowest level of illegal cross-border migration on record, as measured by apprehensions along the border and inadmissible encounters at U.S. ports of entry," according to a Department of Homeland Security DHSS) report released in December 2017.
