The TPP does have the potential to go further than the WTO in terms of tariff reductions and services liberalization.
"If we don't know what's going to happen in terms of future tariffs then I certainly wouldn't be investing in it, because it's not at all obvious whether its going to be financially beneficial," said Kemp.
In terms of lower tariffs and opening up services/procurement markets to foreign competition, there could be some value in the TPP.
