The deviation from the simulation results for larger number of flows is probably due to the fact that the instantaneous queuing delay is used in our workload-dependent queuing model although in actual TCP implementations, this information would be slightly delayed.
In fact, our workload is now twice the standard recommended by the American Bar Association.
