The consortium will invest £140m, partly spent on refurbishing the existing fleet and improving stations.
More than £30m will be invested in improving stations, including Fenchurch Street and Barking.
"It needs a complete overhaul and devolving the commercial franchises would allow him to invest millions of pounds in improving stations and to simplify the ticketing system, all aimed at improving the services," he said.
Network Rail said that during the Easter and May Day bank holiday weekends, engineers would be laying new track, repairing bridges, updating signalling systems and overhead power lines, and improving stations.
