Note that while a system may be Pareto efficient, it may function in a "local optimum"; i.e., there may be another Pareto efficient allocation which may be preferable, at least for some of the actors (as demonstrated by point B in Figure 4), but it may not be reachable through (local) Pareto improvement allocation movements.
