Blackwater has been accused of tax fraud, improper use of force, arms trafficking, and over-billing the U.S. government for its services in Iraq, ABC said.
The Cleveland settlement is one of about two dozen such deals between the justice department and local law enforcement since the 1994 Violent Crime Control and Law Enforcement Act gave Washington the authority to investigate improper use of force by police, unlawful stops and searches, and biased policing.

The plan would give teachers and school systems more protection by establishing a clear set of charges — such as improper use of force, sexual abuse or refusal to obey rules — along with a strict set of deadlines for submissions of evidence and arguments.
The Civilian Complaint Review Board, an independent agency that investigates allegations of police misconduct, received 328 complaints in 2010 relating to the use of pepper spray, accounting for about 5.5 percent of the total number of complaints citing improper use of force.
In regards to the alleged improper use of force, the Police Commissioner directed the internal affairs bureau to investigate".
"To suggest, much less allege, that the department condones improper uses of force in any way ignores the reality of the department's many actions to the contrary," a spokeswoman, Sharman Stein, said.
"Information on the improper use of air force resources by a senior military officer has come to the attention of the minister," the defence ministry confirmed in a statement Tuesday.
That is a remarkable and improper use of presidential power.
