"implicit needs" is correct and usable in written English.
It can be used to describe needs that are not explicit or stated, but rather are implied. For example, "The main characters on the show expressed their explicit needs through dialogue, but their implicit needs can only be inferred by the audience."
Since most clients like people in general are ambivalent about their need for help with their most important problems, the consultant must skillfully respond to the client's implicit needs.
