Though Zuma's left-wing politics do not necessarily mean a break with democracy, the ANC announced today that they're planning on implementing state-owned mines.
State owned enterprises, city governments and domestic security officials all have a stake – making it harder to agree and implement policy.
The state owns the land it needs.
The plain language of the Rohrabacher-Farr provision to the Cromnibus appropriations bill states that "None of the funds made available in this Act to the Department of Justice may be used, with respect to the States of...[list of 32 states]..., to prevent such States from implementing their own State laws that authorize the use, distribution, possession, or cultivation of medical marijuana".
It forbids the Justice Department from using funds in a way that hinders states "from implementing their own state laws that authorize the use, distribution, possession or cultivation of medical marijuana".
Last May, Republican Congressman Dana Rohrabacher and Democratic Congressman Sam Farr offered an amendment to a spending bill prohibiting the Justice Department from spending any money in 2015 to prevent states "from implementing their own State laws that authorize the use, distribution, possession, or cultivation of medical marijuana". The Drug Policy Alliance worked to pass the amendment.
The language specifically blocks the use of DOJ funds to "prevent [medical marijuana states] from implementing their own State laws that authorize the use, distribution, possession, or cultivation of medical marijuana". .
"None of the funds made available in this act to the Department of Justice may be used... to prevent... states... from implementing their own state laws that authorize the use, distribution, possession, or cultivation of medical marijuana".
Mr. Chairman, I rise to speak in favor of my amendment, which would prohibit the Department of Justice from using any ofthe funds appropriated in this bill to prevent States from implementing their own medical marijuana laws…...The State governments have recognized that a doctor has a right to treat his patient any way he sees fit, and so did our Founding Fathers.
Tom Angell, founder of Marijuana Majority, a marijuana advocacy group, credited the increased public approval as the reason a growing number of national politicians are speaking out in favor of states implementing their own laws "without federal interference," as well as encouraging some candidates to openly endorse legalization. .
The other hemp amendment, offered by Rep. Suzanne Bonamici (D-Ore)., would prohibit the DOJ from spending funds to prevent a state from implementing its own laws that authorize the use, distribution, possession or cultivation of industrial hemp.
