The design steps are the recognition of key actors, the analysis of their interests, the identification of implementation alternatives, the set-up of alternative implementation scenarios for each of them, their prioritisation according to a multi-criteria analysis strategy or other methodology and finally, the policy recommendations for optimal implementation of the priority scenarios.
Now, however, with the implementation of the priority program, the population lives within 15 km of a CSCom, and thus of vaccination centres.
Here, we report on the results of an evaluation of the vaccination coverage rate three years after the implementation of the priority program in the Kayes region.
Finally, although it is not possible to attribute country progress of the implementation of the priority areas of the Treatment 2.0 initiative directly and solely to the activities of the JRMs, the review of how country recommendations have been applied suggests that the JRMs have played a key role by supporting the countries to create a solid basis for a coordinated response.
Three years after the implementation of the priority program (which included decentralization, the active search for missing children, and deployment of health personnel, material and financial resources), our evaluation of the vaccination coverage rates shows that there is improvement in the EPI immunization coverage rate in Kita Circle.
A cross-sectional survey using Henderson's method (following the method used by the Demographic and Health Surveys) was carried out in July 2006 to determine the level of vaccination coverage among children aged 12 to 23 months in Kita Circle, after implementation of the priority program.
The increase in immunization coverage from 13.6% in 2001 in the whole region of Kayes to 74% in our study three years after implementation of the priority program demonstrates that it is possible, by using appropriate strategies, to significantly improve immunization coverage in the country.
However, it was not possible to obtain a realistic view of the implementation of this priority area in Venezuela and Ecuador since civil society (the main beneficiaries) did not participate in the survey, thereby limiting the value of the analysis.
A follow-up AMCDRR in India will probably encompass strategies for implementation of the WCDRRs' priorities of actions.
Subject to these points, Chairman, Ireland welcomes the report before Council and urges full and rigorous implementation of the operational priorities outlined in it.
