With his prime minister promising to delay implementation of a presidential decree, General Musharraf looks both a little desperate, and humiliated.
That filing came just four days before a scheduled public hearing on the implementation of the decree, and a Maryland federal court denied the motion, stating that to postpone the hearing "would be to unduly burden and inconvenience the Court, the other parties, and, most importantly, the public".
As a result, the Busia-led administration suspended implementation of the Decree and set up a five-member committee, known as the Konotey-Ahulu committee, comprising a medicine and therapeutics lecturer, an industrialist, a health worker unionist, an Arts Council national organiser, and a general medical practitioner.
In Italy, the European directive has been implemented with the Legislative Decree 211/2003; thereafter, further guidance has been provided with the implementation of Ministerial Decree 17 December 2004, that innovatively defined rules for non-profit clinical research [2], [3].
However much the uproar, the "implementation of the decree will not be delayed," he said.
"We are satisfied that any discrepancies in the implementation of our decree have resulted from misunderstandings in executing the court's mandate," the chief justice wrote.
"We will demand an assessment of the decree's constitutional validity and we will ask for the implementation of the decree to be suspended until its constitutional validity is assessed," he said.
He told the special federal court overseeing the implementation of the decree that any further releases would endanger public safety and security.
The aforementioned Royal Decree also authorized al-Mushīr "to oversee the implementation of this decree by all the agencies of the Government of Bahrain".
During the implementation of the Decree 299/1992, much support came from several international partners such as Intensive World Health Organization Cooperation, Swedish International Development Agency, Information System Securities Awareness, and International Labor Organization on strengthening capacity of MOH on HI delivery programs.
