In innovation theory terms, the core teams were intended to be the programme champions, facilitating implementation and strengthening linkages between the resource team and the user organisation [ 15].
The same barriers exist for the implementation and strengthening of healthcare services in many low-income countries, even in non-emergency settings.
The voices of health workers in this study revealed that health workers are and should be treated as key stakeholders in the design, implementation and strengthening of the PMTCT programme in Uganda.
In this way, empowerment evaluation is designed to improve programme implementation and strengthen systems by building local capacity for planning more systematically, implementing with quality, self-evaluating and using the information for continuous quality improvement.

As this initiative continues, KTPMalawi will need to utilize implementation research methodologies and strengthen its use of previously developed knowledge translation platform monitoring and evaluation methods to capture outcomes and impacts on the policy and research environments, in a continuous effort to review, adjust and improve health policies in Malawi [ 17, 21].
We therefore use the health systems building block as the basis to collect and report data in a way that can be applied to analyse specific challenges and identify practical solutions to improve the implementation of services and strengthen health systems.
