Only recently, the EU authorities started to build up an implementing system that takes its directives from the current EU legislation and is supportive of its own approach.
And governments take years to implement new directives.

However, in other safety areas the welfare state agencies that were expected to cooperate at the local level to implement national directives were part of separate actor networks.
The experience of the countries which were the first to implement union directives show that they cannot be effectively applied without widespread public participation.
"All Heads of Departments and Agencies are urgently advised to implement this directive and bring it to the attention of their female staff within their line departments and agencies," the memo reads.
