The phrase "if fine" is not a complete and correct sentence on its own.
It does not have a clear subject or verb and lacks context or meaning. However, it can be used as a conditional clause in a larger sentence. For example, "If fine weather persists, we will have a picnic in the park" or "I will go for a swim if fine conditions are forecasted." In these examples, "if fine" is a conditional phrase, meaning "on the condition that the weather is good."
