The challenge -- many times -- is to be willing to identify assistance and give someone an opportunity to help.
Nonetheless, the IG did manage to review 49 of CJTF-HOA's 137 identified humanitarian assistance and civic assistance projects, which cost U.S. taxpayers about $9 million, and found that the military officials overseeing the projects "did not adequately plan or execute" them in accordance with AFRICOM's objectives.
The report also identified American assistance in unlawful executions, kidnapping and torture.
The sites were >100 miles from the University of South Carolina and were identified with assistance from the South Carolina Primary Health Care Association, a consortium of FQHCs across the state.
In other words, staff members most often identified bathroom assistance as the most common reason for call light use (Table 3).
This included identifying external assistance (from the implementing partner or another source) and/or internal assistance (from the reviewers themselves), as long as there was not a potential conflict of interest.
The WelTel intervention involves a weekly SMS to check in on how patients are doing and provide them the opportunity to identify whether assistance is required (figure 2).

All of the services of an EAP are also available in the community, and companies too small to support an in-house EAP can find the resources needed in community-based services; e.g., addiction counseling, psychological counseling, job accommodation devices, etc. Survey and identify medical assistance resources in the community.
Three categories of 'hands on' help identified were, 1) 'minimal assistance' when helpers touched babies to position them optimally or closer to the breast; 2) 'moderate assistance' where helpers touched mothers' breasts or babies to help babies attach to their mothers' breast and 3) 'full assistance' help to both position and attach babies to mothers' breasts.
