As we move further along into the twenty-first century, to cater to just-in-time learning, we should perhaps revisit the idea competency-based teacher education model (Arends et al., 1971) where science teachers can choose to enroll in courses where they perceive a personal need.
Developing human capital requires creating and cultivating environments in which human beings can rapidly learn and apply new ideas, competencies, skills, behaviors and attitudes.
After years in the business, they are firmly invested in the idea that competency excludes emotions.
Fifty-nine per cent of respondents (n = 85) reported measurement tools for all of the competencies or tasks/skills, 15% reported tools for some, and 26% reported no measurement tools but felt faculty had a general idea of competencies.
Intriguingly, both men have publicly embraced the idea of soul competency (the traditional Baptist view that each person must develop and be responsible for his or her own beliefs), a concept that allows for fellowship between those whose religious and social ideas may diverge.
Another participant described how the idea of cultural competency is problematic: Some people, non-Aboriginal People in particular, they're not sure how to approach the issue of culture in their direct care…It doesn't mean you learn everything about a single culture, because who can do that?
Then management consultants and business schools began promulgating the idea of "core competencies" — the notion that companies should focus only on businesses that best fit their skills and distribution channels.

For the purposes of this study, the most important feature is the ability to determine how successfully the course (and instructor) facilitated progress on course learning objectives related to the genetic and genomics competencies (IDEA Center, 2004).
And the idea of measuring students' competency, not classroom hours, has become the cornerstone of newer institutions like Western Governors University in Utah.
