Furthermore, the International Code of Conduct for Private Security Service Providers (ICoC), is committed to setting industry standards with which its members comply.
All measurements at physician level for all chronic conditions also showed that when the unit ICOC increases, the risk of hospitalization is relatively higher (odds ratio > 1; exp = 1.688).
At both levels the average ICOC value of the user group for major chronic conditions, for either the utilization rate of ED services or hospitalization, was significantly lower than that of the non-user group (p ≤ 0.001).

More generally, the panel found that the current governance structure of CIRM is problematic because ICOC is charged with oversight of the funding agency but also has a hand in running its day-to-day operations.
CIRM's relationship with industry has been rocky at times, however, and the panel suggested including trying to mend those ties by including more industry representatives on ICOC and as advisers.
One long-standing sore point among CIRM critics is that many members of its 29-member governing board, the Independent Citizens Oversight Committeee (ICOC), represent institutions that have benefitted from CIRM funding, creating at least the appearance of a conflict of interest.
