The human resources units of the health ministries and the regional and local administrations were inadequately prepared for the reform (Table 3).
All these issues need to be addressed, negotiated and resolved; and most human resources units were ill-prepared to lead the process [ 56].
In 26 sub-Saharan African countries, human resources units within ministries of health were understaffed and subject to frequent turnover [ 105].
It also requires new capacities in the human resources units of the national health authorities [ 55], with information and monitoring roles in terms of developing a human resources information system.
The distribution of human resources between units and across the 13 Zones is shown in Table 1.
Health workers respond positively to the human resource demands of a decentralized unit if they seek employment in it, accept a post if it is offered, and remain in service.
It was observed that 76.3% of the health departments have a human resources for health unit of some kind, as shown in Table 2. Most of them followed the federal model (SGTES), covering two areas: health labour and health education management.
In this study, none of the patients reported they had received DST before; and more than 60 70% patients underwent their first and second treatment course in the basic TB control unit where infrastructure, human resource and financial input could hardly meet the requirements for bacteriological-based TB diagnosis in terms of biosafety, accuracy and cost.
