In addition, the Regional Office will aim to establish a contingency fund to support the immediate needs of emergency countries, including on contingency planning, rapid assessments, immediate supply procurement, and immediate human resource mobilization.
Another serious problem is the declining number of capable researchers and scientists, partly due to an unattractive reward system and the rigidity of human resource mobilization in the public sector.
The findings in Fig. 2 reveal a need to continue trying to fill the gaps of knowledge to improve the practice of human resources mobilization in reform processes.
4. Topics Examined The conditions being assessed are clustered under two large themes: the policy environment (consistency, sustainability, coherence with the MTSP, partnerships, and policy review) and the enabling environment (Programme guidance, resource mobilization, human resources, and learning systems).
These partnerships are vital for resource mobilization (both human and financial) and the sustainability of such a demand-driven programme.
2 The type of technical support is multifaceted across all programme sectors and generally includes the elements of: response preparedness and planning support, including humanitarian performance monitoring; resource mobilization (funds, human resources, supplies); guidance and support for emergency operational procedures; humanitarian advocacy and communication and cross border coordination.

This requires human resources and expertise, coordination and collaboration between partners, a well-functioning supply system and resource mobilization.
They also reflect the magnitude of human and financial resources deployed in RVF prevention and management, the set of constraints and opportunities for resource mobilization encountered primarily by the relevant public institutions, and the range of effects that the outbreak of RVF has had on the livelihoods of the affected people.
