Hue is the perception of how similar a stimulus is to red, green, blue etc. Luminous efficiency, or luminosity, measures the effect that light of different wavelengths has on the human visual system.
This is accomplished by adding hue and chromatic (saturation) perception to luminance (light-to-dark) perception.
These measures are analogous to the human perceptions of hue, brightness and chroma respectively and we refer to them as such for simplicity.
