Local public housing authorities are experiencing record demand for housing vouchers issued under Section 8, the federal program that subsidizes rents for about two million of the nation's poorest families.
The deadlock over the twice-rejected bills was broken, uniquely in Australian history, with a special joint sitting of the two houses of Parliament under Section 57 of the Constitution.
Among the powers granted to the Governor-General is the power to dissolve both houses of Parliament under Section 57 of the Constitution in the event that the House of Representatives twice passes a bill at least three months apart and the Senate will not agree to pass the bill.
She became the first person on Long Island -- and the first in the New York metropolitan area -- to buy a house under the federal Section 8 Homeownership Program, whose goal is to turn renters into homeowners.
The main federal programs are traditional public housing, for which the government provides operating expenses, plus two different programs under Section 8 of the housing law, in which rents are subsidized in privately owned properties.
"There is nowhere in this country that anybody can find housing with what you can pay under Section 8," she said.
The powers potentially exist under Section 34a of the Housing Act (1985).
Landlords can carry out no-fault evictions – where they don't have to give any reason – under section 21 of the Housing Act 1988.
The other notice that can be served on a tenant is under Section 21 of the 1988 Housing Act.
Her building, which had been traditionally housing older residents, had seen new families move in under Section 8.
