The 88-page report noted that some of the hospitals' problems were beyond their control.
Most of the analysis has focused upon factors external to hospitals – problems at the back door rather than the front door.
But Claudia Hutton, a spokeswoman for the state Health Department, said that the hospitals' problems had more to do with their sustainability than with the state's fiscal crisis.
"It's fair to say we showed solicitude and concern for the hospitals' problems, generated in some part by the reality that they must accept those patients who present themselves for service without the likelihood of payment," he said.
However, as this was run at several hospitals, problems became apparent – several institutions had no patients that matched the criteria.
"The 12-hour waits - they're not a symptom of a shortage of doctors in A&E, they're not a symptom of an A&E problem, they're a symptom of a whole hospital problem," he said.
