Google's pre-emptive defense is that (a) it holds the reported data for only a short time before purging it, and (b) the data it receives is anonymized so that it cannot be used to identify a customer.
A Treasury spokesman denied that the government was holding the report back deliberately.

Even when charges are brought, some frail and elderly victims die before a trial can be held, the report said.
If current trends hold, the report sees cereal consumption rising by more than 33% and meat consumption by 57%.
The firm, entrusted with about $6 billion of client money, sometimes relied on "oral" reporting to track the cash it held, the report shows.
The conditions under which some detainees were held, the report found, were quite harsh, particularly at the Metropolitan Detention Center in Brooklyn, where 84 people were detained.
"Aboriginal people, on the other hand, see reconciliation as an opportunity to affirm their own sovereignty and return to the 'partnership' ambitions they held," the report said.
The members also voted to extend the mandates of Kosovo's Parliament and administration until new elections are held, the report said.
"If this 10percentt error rate holds," the report said, "the negative impact on the judicial system would be substantial, with a strong likelihood of wrongful convictions and a valid concern about numerous appeals".
