In addition, when comparing the overall progress of flood resilience building among the five regions, the data show that, on average, municipalities located in the northern region of Thailand have made the highest level of progress in flood resilience building, followed by municipalities in the central, southern, northeastern, and eastern regions, respectively (Fig. 1).
