"If we have high-quality choices in all neighborhoods, you don't have that exodus taking place," he said.
Chickpeas or black beans might list a fair number of total carbohydrates, but for a variety of reasons (e.g., dietary fiber, plant-based protein), they're high-quality choices.
But in interviews in recent weeks, Harlem parents described two drastically different public school experiences, expressing frustration that, among other things, there were still a limited number of high-quality choices and that many schools continued to underperform.
"We believe there is value in having a broad range of high-quality choices available to A-level students, and our intention has always been that there should continue to be A-levels available in these two subjects," said the minister.

Charter supporters say these schools offer high-quality choices to parents whose neighborhood campuses are plagued by low student achievement and other problems.
Ironically, the market shift comes at a time when hybrids have finally become quite good via a rash of new, high-quality choices.
