The policy upshot of the first type is that African economies need to invest their gains from primary commodity exports in downstream, higher value added industries, which should allow the continent's natural-resource exporters to develop and diversify their export base, so moving from dependence on natural resource exports.
There are several possible ways to accomplish those goals: promoting the growth of normal exports; encouraging exports by industries with relatively high value added coefficients, especially in the export of services; and upgrading industrial processing by gradually increasing wages and the share of labor compensation in the value added.
