Those who stick around for longer are a valuable source of high-skilled labour.
It could be a more efficient allocation of the under-utilised, high-skilled labour potential of the out-sourced TA.
Research by the Centre for Cities shows that the places that have the best prospects of long-term economic growth are those that can attract high-skilled jobs and businesses to their city centres, where they have access to a high-skilled labour market, proximity to clients and other firms, and good transport links and digital connections.

Conversely, high-skilled labour may be complementary to capital investment – for example, skilled researchers and lab equipment – so that high-skill migration leads to an aggregate rise in receiving firms' TFP, through knowledge spillovers (as above) and/or increased task specialisation (Paserman 2008; Kangasniemi et al. 2012; Peri 2012).
