The phrase "high quality workforce" is correct and usable in written English.
It can be used when discussing the caliber or standard of employees in a particular organization or industry.
Example: "To remain competitive in the market, we must invest in developing a high quality workforce."
Alternatives: "skilled workforce" or "talented workforce."
