"The panelists indicated that emphasis should be placed on reducing the total time that High Hazard Flammable Trains (HHFTs) spend in populated areas, and slower trains do just the opposite.
"Today's incident is yet another reminder of why we issued a significant, comprehensive rule aimed at improving the safe transport of high hazard flammable liquids," acting FRA Director Sarah Feinberg said.
Vigorous reaction conditions such as high pressure, flammable reaction media, or cryogenic conditions are often needed (Brown and Ramachandran 1991; Ikunaka 2003), and the range of possible products is limited.
Under the new FRA regulations, railroads will also be required to report on the frequency and pathways of shipments of all "high-hazard flammable trains," which are loaded with a certain amount of flammable liquid.
The rule, from DOT's Pipeline and Hazardous Materials Safety Administration and the Federal Railroad Administration, applies to "high-hazard flammable trains" -- that is, those with a continuous row of 20 or more tank cars loaded with flammable liquids, or those carrying a total of 35 or more tank cars with flammable liquids.
The highlights of that call showed up in an August 7 Railway Age editorial titled, "Will Cooler Heads Prevail?" "We believe that the final draft of the [Notice of Proposed Rulemaking on High-Hazard Flammable Trains and DOT 111 tank cars] could be more friendly to shippers than the first proposal," Seidl said in that call, according to Railway Age.
Over the velocity range studied here, the side-stabilized flame (similar to flames over of thin fuels) becomes less flammable (higher LOI) at higher velocity, whereas the wake-stabilized flame becomes more flammable (lower LOI) with increase in forced-flow velocity.
The emulsions were chemicals that had to be boiled up at high altitudes – extremely flammable things.
Such a situation can be really dangerous because above a certain threshold temperature value unwanted side reactions or, worse, decompositions of the reacting mixture may be triggered evolving high amounts of flammable or toxic gases that can cause reactor pressurization and, eventually, its explosion.
It also lies with developers and contractors – the ones that clad UK high-rises in flammable materials and left out insulation where it was specified.
