"Anyone can put anything anywhere," said Tarek Waly, an architecture and heritage specialist who has worked with the government to write guidelines to restrict outdoor advertising.
"It is no idle boast that this is the richest area for petroglyphs [rock engravings] anywhere in the world," says Ken Mulvaney, a cultural heritage specialist with mining company Rio Tinto and the only person with a PhD on the rock art of the archipelago.
"What are you afraid of?" One answer may be that they were afraid of being jailed, suggests Anna Maryam Rafiee, a cultural heritage specialist in Toronto, Canada.
The trust, made up of local volunteers, is working with the heritage regeneration specialists, the Prince's Regeneration Trust (PRT), to try to save, restore and reopen the pools to the public in time to celebrate their bicentenary in 2015.
"If Battir is submitted only next year, it may be too late," said Giovanni Fontana Antonelli, the cultural heritage program specialist at the Unesco office in Ramallah, in the West Bank.
"Our work requires a wide range of expertise including civil engineering, operational specialists, heritage and environmental experts, hydrologists and education and interpretation professionals".

At one time, these skills would have been passed down through generations, but they now risk dying out because there aren't enough new entrants joining the specialist heritage trade.
Using a team of specialist heritage tradesmen, the detailed restoration has returned the public areas of the Rotunda, Royal Staircases and Grand Saloon, all of which were part of the 1810 theatre, to their original Regency style.
