So, every day television viewers across the country were greeted with images of panic-stricken long queues outside those rendered government hospitals seeking a declaration on their health status.
In terms of limitations, we relied on participant perception of their stability in their health status and we did not challenge their declarations that they did not change their medication or physical activity levels between the two test days.
The Alma Ata Declaration (1978) categorically stated that "the existing gross inequality in the health status of the people particularly between developed and developing countries as well as within countries is politically, socially and economically unacceptable and is, therefore, of common concern to all countries" (emphasis added) [ 1].
The Declaration stated that health is a human right, that the inequalities in existing health status are 'politically, socially and economically unacceptable' and that essential health care must be made 'accessible to individuals and families in the community through their full participation' (WHO 1978).
The Alma-Ata Declaration further discusses equity in its second principle: "The existing gross inequality in the health status of the people particularly between developed and developing countries as well as within countries is politically, social and economically unacceptable and is, therefore, of common concern to all countries".
These measures included in-flight messages to incoming passengers, use of health declaration cards by all incoming travelers, and mandatory reporting by the pilot on the health status of crew and passengers before landing (4 ).
The BPHS program in Afghanistan follows the basic concepts of the Alma-Ata declaration on primary health care: 'health as a fundamental human right' and 'equality in the health status of the people' [ 15, 20].
