There's no "raffle" heading which might partly explain why many people don't realise that a raffle might come under the gambling rules.
The heading, which reads "They'll have to find someone else to write the next stimulus bill," refers to a single person.
"It's an alternative to where we seen to be heading, which is a whole year of month-to-month extenders," Assemblyman Richard N. Gottfried, a Democrat, said.

Someone reading fast will turn the page and jump straight to the next heading, which means that whatever content has been 'held over' from the previous page could well go entirely unread.
"The government supports the formation and strengthening of dragon heads and the dragon heads support the policy direction China is heading, which is further consolidation and control of agribusiness over the food system," she said.
