Mr. Insana said he and Steven A. Cohen, the head of SAC, had plans for new projects that were "eminently feasible" before the market downturn, but impossible afterward.

"In Tunisia, for example, there is a capacity for 110,000 more hotel rooms to be developed, but right now the focus is not on new projects," said Chiheb Ben Mahmoud, head of hotel advisory for Jones Lang LaSalle Hotels in the Middle East and North Africa.
