David was convinced the programme was an offensive one and believed it could be uncovered not only by swooping on suspect sites - provided you could get there before the Iraqis emptied them out or barred the way - but by following the paper trail the regime left and identifying the people who headed the programmes.
"India will outdo the world's biggest biometric databases including those of the Federal Bureau of Investigation and the US-VISIT visa programme," says Nandan Nilekani, the technology tycoon who heads the programme popularly called by its acronym UIDAI.
"After we do all this science, we're going to rewrite the protocols," says Lisa Albuquerque, an energetic Navy official who heads the programme, known formally as the IED Detector Dog.
Over time, only two radiologists have been in charge of the screening programme, the first one in 1991 96, and the second (IV) still heads the programme.
"Right now the established aerospace community is reaching a stagnation point; it is trying to finish what was started in '60s, rather than adapt," said Mark Millis, a former Nasa scientist who headed the Breakthrough Propulsion Physics programme.
She holds a Ph.D. in French and comparative literature from the University of Paris VIII and the University of Auckland, where she headed the Comparative Literature programme until 2014.
EM headed the implementation of the programme, supervised the data collection and commented the manuscript.
NDL headed the conceptualisation of the programme, organised the data collection, performed the statistical analysis and wrote the manuscript.
She has since headed up the programme and says she has lost count of the number of deployments she has been part of, though it's "at least 10".
There is also speculation over the role of Brailsford, as the performance director concedes he is finding it "more and more difficult" to reconcile his twin roles of heading the Olympic programme and the Team Sky professional squad.
